ABSTRACT
Surveillance can be seen as the Monitoring of the behaviour and various activities of an individual or group without them knowing. Some type of surveillance are video camera surveillance, biometric surveillance, aerial surveillance, corporate surveillance, human operative surveillance, e.t.c, but the developed system adopted the computer type of surveillance. It uses the computer system to achieve the following: SIM Card Registration, Data In take of all the Citizenry, and Mobile Data Flow Monitoring. This work looked into the bottlenecks associated with the present security method in use by the Nigerian police and came out with a proffered solution to security challenges posed from the presently used security method of the Nigerian Police. I used Structural System Analysis and Design Methodology SSADM for my data collection and analysis in this work. The Developed System can be used by the Nigerian police in improving their surveillance activities that include; suspects data recording and tracking and also mobile data flow monitoring.

INTRODUCTION
1.1 BACKGROUND OF STUDY
Surveillance is the monitoring of the behaviour, activities, or other changing information, usually of people and often in a surreptitious manner Wikipedia, 2002. It is most usually refers to observation of individuals or group by government organization Wikipedia, 2003. Naturally, the activeness of any security organization or body in performing its duties should be judged with the level of security it renders to the community Lombardo, 2003.
The creation of a safer and more secured environment, conducive for a meaningful socioeconomic development through crime prevention and control should be the objective of any security agency www.nigeriapolice.org.Surprisingly, history is littered with the reports of activities carried out by societal miscreants and nuisants which include: bank robbery, kidnapping, political assassination, homicide, car and property theft e.tc.
There has been continual effort by many countries towards enhancing and improving their security system with particular emphasis on the introduction of an electronic surveillance in their crime investigations. Some types of surveillance systems that are already widely inuse by some
